NY TIMES on Engineering in Elementary Education

An interesting article on the pros and cons of incorporating engineering education in the elementary classroom.  Personally, I am in favor of such changes to the traditional elementary science curriculum.  However, I agree that, "giving children an engineering problem to solve doesn't guarantee learning," the lesson must be carefully crafted to ensure mastery of content as well as maximizing the broader lessons of creative and innovative thinking as well as collaboration and perseverance.

The fundamental math, reading, writing, and science skills we teach should be geared toward allowing the student to learn to think analytically and strategically so that they have the best possible chance at transforming that dream into reality while contributing in a meaningful way to the global community.

A well reasoned article by one of the most prominent space policy analysts.  My concern is that, while Prof. Logsdon argues that this new policy allows for a shift in thinking away from the Apollo era mindset, the lack of a specific time deadline and general destination of beyond low earth orbit will force NASA to tread political water for the next two presidential election cycles.  At the very minimum this new approach outlined by President Obama will result in a heavy lift rocket to no where as other nations formulate and execute a space strategy central to their economic growth and rise on the international stage.

I agree that  NASA must move forward into the modern age, but how exactly do you recruit the best and brightest young individuals to work for human space flight when no one can clearly articulate where NASA is going?  Phase out the Apollo era culture and NASA will be left with the science and aviation mission directorates because those are the only divisions advancing the frontiers of space and aviation with any sort of clarity.  NASA Education and the Administrator are investing heavily this summer in the President's Summer of Innovation geared toward inspiring and cultivating a love for STEM (science, technology, engineering, and mathematics) in middle school children.  The agency's education goal is then that the students become part of the NASA pipeline and eventually return to work at NASA.  While this appears to be a sound recruiting strategy.  Unfortunately, I know few young professionals who would be excited by a recruiting campaign that boiled down isn't much more than: Come work for us! We don't know where we are going, we don't know how we are going to get there, and weren't not sure if we will get the money to get there once we are told where there is.  This really is a great place to work and look at all the cool stuff we accomplished 40 years ago that no one else has done.  Any takers?  Any one jumping at the chance to sign up and be the future of human space flight at NASA?

I agree with Professor Logsdon.  It is indeed time to move beyond Apollo.  The days of the mighty Saturn V are long gone.  A new generation must indeed write a new chapter for the United States in space.  I only wonder if after the 12 year supposed restart how will the support which is currently a mile wide an an inch deep at best have eroded even more?  In that 12 years, will we wait for a new country to assume the competitive role played by the Soviet Union in the 1960s and dictate where we are headed and for what purpose?  We do need JFK-like leadership to articulate a clear and convincing vision, unfortunately if the past 47 years of presidential space leadership are any indication we will be waiting for quite a while longer.

On to Mars: Obama declares, 'I expect to see it'...In your dreams Mr. President

President Obama unveiled his space plan for the second time this year.  The first you were only likely to catch if you are a policy wonk and read the budget release or if your a space geek.  If you are a like me and happen to be a space policy geek you may have caught it both times and on both occassions were left with a stale taste in your mouth.

The AP report (use link above) described the speech as reminiscent of President Kenney's 1961 speech before Congress.  I was not in the House camber in 1961, okay I'll confess that I wasn't even alive, but let's realistically think about this.  At the time Kennedy made his speech the United States had a grand total of 15 minutes in space and Kennedy was daring NASA and the country to put a man on the moon in nine years.  The majority of the Kennedy Space Center Infrastructure didn't even exist.  40 years, 6 moon landings, and an international space station later and people are comparing Obama's speech in Florida one of the most famous space speeches of all time??

I'll agree with my former professor quoted in the piece, "the president said all the right things."  Professor Logsdon really ought to know better (perhaps it was omitted from the piece) in fifteen months we have all leaned that President Obama can give a nice speech.  Here's the thing, I do expect more of my president - I expect him to be a man of action.

Perhaps the AP should hold off on proclaming Mr. Obama as reminiscent of Mr. Kennedy - perhaps we should postpone accolades until we have more than a speech to celebrate and another anniversary to mark.

NASA's $500 million launcher missing just one thing: the rocket it was made for

The brilliant summer sun beats down on a lonely stretch of Florida coastline, waves crash into the shore, and not three hundred yards away stands a concrete launch pedestal, the words “Abandon in Place” boldly painted across one of its legs.  Visitors to complex 34, tread on Project Apollo’s most sacred ground, there, astronauts Gus Grissom, Ed White, and Roger Chaffee perished when fire engulfed their capsule.  A plaque at the site reads, “Ad Astra Per Aspera,” translated from the Latin, “A Rough Road Leads to the Stars." This is undoubtedly true, but it is the bold-black-block letters that seem to reach through time and pierce the soul of the most avid space enthusiast, while at the same time forcing visitors to pause and wonder if that has not become the unspoken space policy of the United States.

President John F. Kennedy’s, May 25th, 1961 speech before Congress on the space effort, stands as one of the preeminent speeches on space.  It is in this speech that a very specific goal is set before the country and the world, “I believe this nation should commit itself to achieving the goal before this decade is out of landing a man on the moon and returning him safely to the earth."  These words sent out social and political shockwaves, and resonate to this day, as a bold vision for space unmatched by any American president since.   Kennedy’s all or nothing message to Congress and the electorate was clear; space exploration was to be a bold and difficult undertaking, the cost high, and the rewards great, a commitment not to be made lightly.  Yet, if the United States was to make this commitment, then it should be one that is resolute and unwavering, this endeavor is not to be abandoned.  However, in recent years the American space program has foundered in the bureaucratic waters of Washington, D.C. and been all but forgotten by the public.  

President George W. Bush’s Vision for Space Exploration was a ambitious step forward for NASA and the American program.  Previous presidents announced their own grand plans for NASA.  President George W. Bush's plan succeeded where others did not in two significant ways.  First, two different Congresses (democratic and republican) appropriated funds, signifying their approval, of the Constellation moon program.  Second, new hardware was actually designed, built, and tested.  The policy was crafted with a specific goal, exploration, seeking to expand the horizon of human space flight, in ways not seen since the 1960’s.  Apollo was a challenge that brought out the best American science and engineering had to offer, America needs such a challenge again.  

President Obama hopes to inspire children during 2010 with a grand "Summer of Innovation" yet what will an aerospace career look like in ten or fifteen years?  Will the commercial firms have returned independent launch capability to the United States?  Will we still be buying seats aboard a Russian vehicle or yet a Chinese one?  Given the four to eight year cycle of US space policy these are serious questions.  Knowing that it has taken engineers six years (for the Bush Vision for Space Exploration) to proceed from an architecture to engineering schematics and on to hardware it is entirely possible that in four or eight years a new president will redirect NASA once again.

It is a shame that few know that their contribution to the NASA budget per week (in tax dollars) is less than what they personally spend on a single cup of coffee at their local coffee chain.  For this relatively small investment, less than one-half percent of the federal budget, we have reached out into the stars, assembled an orbiting laboratory that is one of the great engineering achievements of the 20th and 21st centuries.  Humans have had a continuous presence in space for ten years.  It is ironic that a president who has voiced his desire to inspire future generations is pulling the rug out from under human space flight, one of if not the greatest examples of American ingenuity and creativity.  To quote Casper Weinberger's famous (at least in space policy circles) memo to President Nixon, "to be sure we should reduce the budget but we should not make all our reduction decisions on the basis of what is reducible, rather than on the merits of individual programs...America should be able to afford something besides increased welfare and programs to repair our cities."  We deserve a space program that demands we dream big dreams and challenges our ideas for what is possible.  Great achievement knows no precise road map, but failure to invest in grand endeavors will surely be the end of the pioneering spirit that is part of our American identity.

“A Rough Road Leads to the Stars,” this may have never been truer.  Space exploration is an ambitious and risky endeavor.  To compromise our ambition and imagination as a result of politics is a tragedy for humankind.  Former NASA Administrator Dan Goldin advocates, "a space program should never be about guaranteed routine operations.  If fear drives us to set only mediocre goals, then even meeting those goals is a form of failure.  Societal impact is the strongest when we continue to stretch our necks and imagination, searching for the loftiest goals, not when we look down at the bottom line.
